It essentially means "given more praise than deserved." When someone really pumps something up, and upon experiencing it (or whatever) you are "underwhelmed" or disappointed.

For example - I often find that most big Hollywood 'blockbuster' movies are massively overrated.

When people say really great things about something: a movie, a product, a person, and build the thing up beyond how good it is. So that, when you experience it, you don't think it lives up to the hype.

It means the actual quality of something does not live up to it's reputation.
