Definition wise- Thematic Elements: the attitude, tone, and intention of the film.
So I guess plain thematic elements are just whether or not a movie is considered "dark" (since the MPAA rates things on how the audience will be affected [i.e. objectional material], I don't think they'd really give a movie "thematic elements" for a happy tone, but that's just me). Mature thematic elements are probably directed towards films dealing strongly with death, violence, evil, etc. A film like "Transamerica" would get "Mature thematic elements" while a film like say, "Nightmare Before Christmas" could be deemed with "thematic elements" [didn't look at the ratings for these films, just going off personal view].
However, the MPAA, lately, has gotten rather random and slightly overly PC when it comes to rating films these days.

i think it is like elements of theme. like maybe a certain theme of a movie or situation in a movie. mature means not for children. u might wanna research it more as i am not truly sure if that is completely right.
