Well you take out the turtle and put it in a container with water then dump out the tank water!! then with an old rag you clean out the crap then you just put all the water back in

1. Right sized tank- it should be at least 10 gallons per inch of turtle shell. Too small of a tank is unhealthy in many ways, and gets dirty too fast.
2. Powerful filtration. Use at least 1 1/2 times the amount of filtration the filters suggest. In other words, a 20 gallon turtle tank would need filters designed for at least a 30 gallon tank.
3. Bottom vac/water change. Using a bottom vac, suck out some water every day, or at least a couple times a week. Aim to replace all of the water every few weeks.
4. Feeder tank. Consider using a seperate tank to feed the turtle to keep the main tank cleaner.
5. Use live plants, snails, catfish, and other scavegers- although the turtle may eat or harass them.

This is what I do:
first I start to empty out some of my turtles rocks and then I remove the turtle and put him in a cardboard box. I put the larger rocks on a concrete path in front of my house so that I can spray them off with the hose. After that I use one of those large fish gravel vacuums to siphon the water out of the tank and into the front yard. when I'm done sucking out all the water I scoop up the gravel from the bottom of the tank and put it into a bucket then I use the hose to clean the gravel and do this several times so that there is no turtle gunk. then I pick up the tank itself and hose it out. then I put everything back in and it's good to go.

you should clean 25% of the water every week and all of the water every month.
scoop out about 1/4 of the water from the tank. take the same amount of water and set it in the room untill it is the same temp as the remaining water in the tank than pur the water in. to clean out all of the waater, put the turtle somewhere sape. dump out the water, rinse out the grave/sand/watever, scrub the sides of the tank replace the water and put turtle back in

Remove the turtle, and put him somewhere safe.
Use hot water and elbow grease, not chemicals, to deal with any algae or like deposits.
Allow the tank to cool down before replacing the water with room temperature water.
return the turtle to his home and feed.

Warm or Hot Water. No Soap! If any at all gets left behind it could kill him. Just take a sponge or your hand and go along the sides and bottom of the tank and get all the gunk off.

well no matter what every week your going to have to dump it out, scrub, and disinfect that thing, if you dont want your house to smell like rotten monkey butt. There are really no other options.
