Why is Canada not allowed to be in the volvo hunt?

I actually emailed Volvo and asked them and this is the email they sent me and at the bottom is the email I sent them:

Thank you for your e-mail. Volvo Cars of North America and Volvo Cars Canada are
two separate companies. They will spend their marketing budget where they see
fit. Unfortunately, Volvo Cars of Canada marketing department decided to spend
their budget somewhere else.

However, MacDonald's is running a similar contest by promoting the Pirates of
the Caribbean: Dead Man's Chest.
Canadian residents are able to participate and have an opportunity to win a
Volvo vehicle. For further details, please visit one of their restaurants.
