Because the storm system is too small and too high up to create dark clouds or a warning of a storm
I live in Kentucky and its so odd because it can be 70 degrees outside and then it will suddenly it will start raining terribly hard and hailing.
But it lasts for 5 minutes or so then dissapates and moves on to the next county.
(Like that quote says: "Dont like the weather in Kentucky? Wait 5 minutes") lol.

I think one of the answers to this is "To create a rainbow so
we know GOD has not frogoten us!!! Another answer to this
question is that it may be really sunny where you are at, but
the storm may be on the other side of town and you are just
getting light rain that is coming from it. Then the sun would
still be shining on your side of town. Also the storm could be
high in the atmosphere and there are very little dark clouds
in the sky. It would still be sunny where you are at!

A simple answer is that the sun is not directly overhead most of the time and may not be obscured by clouds, resulting in sunny conditions. However, a raincloud may be directly overhead and releasing precipitation, thus rain. This may also be the case if Apollo and Thor are arm-wrestling. :-)

A lot of times, this is because of an approaching storm system. If the winds aloft are strong enough, they can blow the rain out ahead of the system before it reaches the ground.
