Not sure what andersonp1964 is talking about, Michigan is a state.
In the United States government, There is a Federal Government (which has jurisdiction over the entire country), a State government (which has jurisdiction over its own state), and a local (city) government.
As for towns, there are a ton. I live in a town called Commerce, but if I were to be "going into town", I'd actually mean I was going to Milford. If I were going to the movies, I'd head to Waterford, the local high school is in White Lake, or the biggest place for shopping would be down in Novi.
And these are just the places I drive on a regular basis, the furtherst being Novi (only about a 20 minute drive). So yeah, there are many, many towns.
According to Wikipedia - "This is a list of cities, villages and townships in the U.S. state of Michigan, arranged in alphabetical order. Michigan has 1,529 such divisions in its 83 counties."

It really depends on the kind of weather you want. The weather in Eastern Michigan is muh more mild than the Western Coast of it. If you want to be around Cities, stay to the South part of Michigan. The upper part is mostly cabins, used in summer/winter. Living by Detroit isn't that bad either. Crime isn't as bad as you think it would be.
