It's not all pictures - just ones where the person is staring into the camera when the picture is taken. That's why, in formal portraits the photographer always holds his hand up and has everyone look at his finger.

That's true. It is a little weird.
The reason is because the picture you would be looking at is two-dimensional. Since it is two-dimensional, no matter what angle you look, the picture will always be looking back at you.
But, if the picture was three-dimentional (such as a real person), then you can change your angle without having to feel scared!

yes i've also noticed it even if you move right or left it still seems that the picture is looking at you.
