Coming from a SFX background I can tell you the best and cheapest way is to use a basic fog machine with fog juice (1part glycerin 3 parts distilled water) This will produce a cloud of fog.

For it to hug the ground you need what is called a fog chiller.

Easy to make.
Use a rub washer to connect the output of the fog machine to a copper tube that runs into an ice chest and makes a coil shape through ice water (or dry ice) then comes out the other side. As the glycerin steam cools to a temp below the room temp it will hug the ground.

Guaranteed to work.

It is not possible, but by passing the fog through a few metres of coiled ducting, the particles bounce together and become larger and heavier, and will hug the floor for a short while until air flow makes them rise.

You need to build a fog cooler.Normally fog is hot when released and rises.To keep the fog low to the floor it has to be cooled before releasing it.

if no to dry ice stay away from liquid nitrogen as well. most machines work with water, but check the manual

you know that heat rises and cold sinks, right? so maybe if you could get something that is colder than the temperature in the room, say compressed carbon dioxide.
