Both. If they are too large they are going to ball up and if too small, they aren't going to cover you fully. They will both end up in the same place!

Usually when too small, only when too big when you hike them way up or wear really snug pants would you get a wedgie when too big.

to be honest... both I think... When its to small, it doesn't cover..
when its to big there is to much material and it doesn't fit well, so it will move around...

deffinatly when they are too big, when they are too small you will be able to see it through your pants how its sucking in your butt. and thats kinda gross!!
