You need to install the Chinese IME (Input Language), this can also change ur keyboard mappings. If you are using XP, u will be able to switch b/w english and chinese.
In XP, go to the control panel, and choose "Regional and Language Options".
When the dialog pops up, choose the tab "Languages".
Click "Add" and choose the chinese language to add. Enable the language Bar if u would like to switch to english once in a while. Click OK and you should be set.

Go to Start>Control Panel>Regional and Language Options>select the "Languages" tab. Make sure that under Supplemental languages support both boxes (install files for complex script and install files for East Asian languages) are checked - you may need your Windows XP CD. Now under the same "Languages" tab click on "Details". You should see the Text Services and Input Languages dialog box. Under the "Settings" tab, click on ADD. From the "input language" list select Chinese(Taiwan) for traditional characters or Chinese(PRC) for simplified characters. From the "Keyboard layout/IME" list select Chinese tradional or simplified as required. On the Windows taskbar at the bottom of your screen on the right hand side you should see the language bar EN or CH.(If it's not there, right click the taskbar, then toolbars, then language bar) Just click on the language you want or use ALT+SHIFT to switch between the two. You should now be able to type in Chinese in most applications. To switch temporarily between languages whilst typing, hold down the SHIFT key. Good luck!
