I think shoot-outs are a clean-cut way of determining the winner in a match. You shoot goals; make them, you win. Miss some, you lose, go home. They test the individual skills of the players and while I do regret that they don't test the strength of a team as a whole, they do eliminate one major problem that people have with soccer matches: biased refs. Here, the ref can't call fouls where there are none and if a goal goes in, fans can't complain that somehow the ref was paid off to look the other way. In a sudden death match, the winners' fans would celebrate and the lowers would always see something wrong or corrupted about how they just weren't lucky. While the argument could be made that in a normal round, this happens all the time, so why not just have that determine the end, you have to realize how difficult it is to play such a physically challenging sport as soccer for such long periods of time lol. What if the game went on for a whole day without an end, like in Harry Potter's Quidditch? That may not seem plausible, but it certainly would be possible. Lastly, I think it's only fair that each team knows how much time they have to score a goal rather than just seeing who scores first. In such a case, I can definitely see the match getting increasingly dirtier as each team must not only score/defend, they know that under no condition can they allow the other team to make a goal.
p.s. GO GERMANY!

Not only can they, they do. Those are the rules. I think they used to completely replay matches, but this is what it came down to. If the teams don't like it, they should concentrate on scoring more during the 120 minutes provided. Personally, I don't have a problem with it, maybe that would be different if the team I wanted to win ever lost the penalty kick shoot out (hasn't happened yet, and sure didn't happen this morning).

We all have to admit that Argentina played a horrible game. They sucked! Loosing against Germany due to penalty kicks...how sad. Go Brazil!

CAN THEY? Yes. SHOULD THEY? NO! They just dont have anything to do with which team can play better football. What I think they should do, as far as extra time goes, is play a silver goal extra time (no golden goal, just regular play, but if a team is winning at halftime of the extra time, they win), and if its still tied after that, go to golden goal. This would mean that the match was decided by which team could play better, not which team could shoot/save better. However, what about the players health? What if noone scored for five overtimes? Well, each overtime, including the silver goal, you would get an additional sub. With these rules, matches would be decided more fairly and players health would not be at risk.

penalty kicks can not decide a winner but a winner has to be chosen and if they have lasted so far as to penalty kicks then both teams are probably very equal and maybe penalty kicks are just luck to decided who goes on and who goes home.

argentina blew out because they used their three substitutes too early - when klose equalised they had no new attack left to throw in.
german efficiency beat argentinian flair.
this is the end where the world cup gets really good. each team has its strengths and its weaknesses, so the team that wins will usually be the team which shows the best self-knowledge.
this time it was the germans.
