Yep, If the tree is yours and on your property line...it's your responsibility!!

If we are talking about just leaves falling, the neighbor should rake them. That's just nature. If the city owned the tree the neighbor would have to do it. But if a large limb should fall, the owner should take care of it.

Yes. If your tree is "leaking debris" into your neighbor's yard, it is up to you to clean up the mess and to take steps to end the tree from "leaking" further.

For example: Say your neighbor's swimming pool leaks and the chlorine water is leaking onto your driveway or deck. There is no real damage being caused, but you hate wading to your car in the morning or having to put on your boots to cook out. Wouldn't you consider that to be your neighbor's responsibility---to clean up the water and to fix the leak in his pool to solve the problem?

It depends on the state you live in. Generally your tree your responsibility. On the other hand if he decides to chain saw the over hang you can't legally do anything about it

Technically I think it's your tree if it grows in your yard. What debris is he complaining about? If it's anything besides dead limbs I think it just kinda tough **** for him.

Maybe you can go halfsies and remove the tree together. If not, he's a jacka$$ and you're too nice to have to live by him. God bless!!!
