There isn't a law against it, but you have to fill out an IRS form if you have a transaction with more than 10K in cash. For example if you won $9000 at a casino you wouldn't have to fill out anything. If you win $10K you have to fill out the form.

customs and immigration will ask you if you have cash, check, or other currency valued at $10,000. if you do, you have to declare it. i'm not sure what the penalty is, or reason for asking, but it's on the customs form that you fill out when you re-enter the country. i've seen it several time when coming back from vacation.

We have alot of laws that help to make sure you are not a terrorist, like if you come into the bank with 10k cash, we have to fill out forms to the government.
