Alf, Hands down. I think the longer feathers on Howards wings would grab the air too much and slow down his punches, Alf's fur is more aerodinamic.
Alf is stronger than a man, and Howard is a bird and has hollow bones....
Yup Alf would be dipping him in chinese duck sauce in under 3 hours (prep and cooking time)
