There is no "NO" but at the piercing place they give you a big bottle of cleaning solution and an instructin sheet; Yes, you can swim, but it is recommended to rince your ears with clear water after swimming, and to do the cleaning procedure with the solution, above the 2 or 3 times you normally do anyway.

Yes until they are healed up especially if she is swimming in a public swimming pool. Every pool no matter how well chlorinated has bacteria in it, once her ears are healed up in 10 - 14 days it will be fine for her to go in the pool again. She might want to wait until "pool weather" is over instead of missing 2 weeks in the summer.
A 5-year old child with a small cut went swimming in our local YMCA pool and ended up in Sick Children's Hospital for over 3 months and her parents almost lost her twice, some bacteria from the pool entered her system via the small cut and she ended up with septicemia and Group A Strep infection (flesh eating bacteria).
Knowing what I know now I wouldn't take that kind of risk with my child.

You should get a list of do's and dont's from the piercer. This may sound more painful, but getting them pierced professionally with a needle instead of a gun helps them heal faster and better with less chances of infection. My 1 year old did just fine with it, they were healed in a week with no complications and she barely cried. I'm sure your 11 year old would be ok too.

When she gets her ears pierced, the piercer will tell her what to be careful of, but basically she can do whatever she wants. Just be sure to clean them after swimming.

I wouldn't recommend ocean swimming, but if you are going to a chroniated/brominated pool, you should be ok.
