I agree with spookysickness, www.fanfiction.com is the best place to go for your stories, as for a particular website for Doctor Who stories you should just do a search for Doctor Who fan fiction sites. I have done this looking for other types of fan fiction. I am a big fan of Doctor Who. I would love to read your stories, when you find a site would you be willing to email me and tell me what site you put your stories on and what the stories are called? Since my parents won't allow me to give out my email address on this just look up my user name (writergirl_04334) and email me from there. I would love to read your stories. Oh, one other site that I know posts stories (not just fan fiction though) is quizilla. I have read some of the stories they have on that. Quizilla doesn't just have quizzes, which kind of surprised me, it has all sorts of stuff on it. Hope you find a site that works for you. Have fun with the writing.
