A match is stopped after there is less than 7 players in one team left on the pitch. As all national associations have to confirm to FIFA's rules regarding the 11-a-side game then those associations are not allowed to have a different rule to FIFA. Local league's must be members of the national association to run an official competition.
It is then up to the league/association which runs the competition were the game was stopped to decide if the game has to be replayed, abandoned (result stands) or awarded to the other side.
