its not wrong, just playful.
Im not sure how old you and they are or if theyre male/female but going on assumption of 18 and legal.
Its wrong if they want to and you dont want them within your personal space, let alone touching your personal areas.
If its a female friend theres the chance she wants to touch and see if theres a difference to hers. compare etc.
If you both are young and inexperienced could be a learning process.
OR the flipside hes a desperate drooling guy whos never seen a woman or felt a Breast/Boob?
Breasts are attractive visually and stimulating to the touch, so you shouldnt be ashamed that someone wants to look or feel them. just depends on your relationship and trust with the person who wants to touch them.

well it depends on how old you.say if ur like umm maybe 12 or younger thats called moleting somone which is touching somebody bathing suit zone(the part the bathing suit covers up).And you may wanna talk to your mom or dad and if ur emberessed you may not wanna let your friend do it.Tell them you dont want them to because its sick and wrong

I guess it depends how old you are.. and ultimately it is up to you if you want a guy to touch your breasts.. be careful and maybe you should talk to your parents about this....
