You need to bypass that program and start your computer in SAFE MODE.
To start Windows in safe mode restart the computer and keep pressing the F8 key (don't hold down on it).
Use the arrow keys to highlight the appropriate safe mode option, and then press ENTER.
NUM LOCK must be off before the arrow keys on the numeric keypad will function.
You need the option that allows CD support.

Notes:
In safe mode, Windows 2000 uses only basic files and drivers (mouse, monitor, keyboard, mass storage, base video, default system services, and no network connections). You can choose the Safe Mode with Networking option, which loads all of the above files and drivers plus the essential services and drivers to start networking.

I assume you have another computer connected to the web. Go to Google.com and download the Google Tool bar, it contains a popup blocker, it is not a large program and the tool bar can be put onto your Internet Explorer. Then go to http://www.spybot.info/ and download Spybot Search and Destroy. Both programs are free. Install the two programs on your notebook (Click StartàRunàBrowse, and find the program then click on the program name and press Ok).

Once the two programs are installed run Spybot Search and Destroy. It should remove all Spyware and Adware. Hopefully that will kill the program that is giving you trouble. Run a virus scan and that should clean out anything else that may be causing you trouble.

Restart your computer and check if it works. If not then you need an Anti-Virus program. You will have to purchase a copy of Nortons Antivirus or Mcafee Antivirus, and Install them on your computer. You will need to start your computer in Safe Mode again to do this.

When you open Internet Explorer the Google Toolbar should come up automatically. You can put it at the top of the page and customize it. There is an option that allows you to ALLOW popups or NO popups.

I recommend that in the future you also run a Firewall. This program keeps out nasty intruders on your computer. I am familiar with Zone Alarm for $20.00, it can be found at: https://www.zonelabs.com/store/application?namespace=zls_order&origin=global.jsp&event=button.addToCart&zl_catalog_view_id=201&wlcs_catalog_item_sku=sul_en_zap_40&campaign_id=11010&AID=10293260&PID=187966&SID=M2AG0002cGS_6%2F30%2F2006
When Zone Alarm is running it checks each program that runs and asks for your permission. If you know the program then allow it. If you don’t know it then don’t allow it. Once you have figured out which programs you want to let run you can put a check mark in the box so that Zone Alarm will never ask you if you want to run that program again.

If this still doesn’t work then you need a professional, try BEST BUY or some other local company that is licensed to work on HP and will do the work.

Uninstall spysheriff by going to Control Panel, then Add/Remove programs. You can block popups by clicking on Tools, then click on Popup Blocker and turn it on.
