The surface roughness of the Mentos help the CO2 gas to come out of the solution very quickly. Something like broken pieces of concrete would probably work well also, since they will sink to the bottom (not float and get propelled out like a lava rock). The bonus is that broken concrete can be found for free and is reusable.
Also, it does not have to be diet coke. Any carbonated beverage should work. use the cheapest one.

Mentos probably contains sodium bicarbonate as a leavening agent.
Use Pop Rocks instead.
Just Kidding. The candy contains Arabic Gum... makes it chewy. Also, Arabic gum weakens surface tension of water, a prime component of Colas. With the molecular structure of the water thus weakened, gas can escape from it's absorbed state much more easily. Therefore, instant volcano.

The surface of Mentos is very rough and pitted. This gives the gas (carbon dioxide) that is dissolved in Coke a place to attach to and be released from the soda.
