It is a very small percentage. Even if you are just considering America(which, I'm guessing is a much higher concentration than any other nation) & the parking space here, it probably is only around .0075%. Factoring in roads & other paved surfaces it still is well below .1%, I would guess.

According to the reference given there are between 500-700million vehicles on the world's roads. According to my second reference, parking spot size is 9 ft. by 18 ft. with a 24 ft backup or a total of approx 250 sq ft per parked car. So if we go for the larger number to allow for trucks we have a total vehicle area of approx 250*700 million sq ft=175000 million sq ft. This is equal to approx 6250 sq miles or a square roughly 80miles by 80miles assuming they all parked at once. Doesn't seem too big really, but it'd be a bugger to get a car out of the middle and it could take a while to find a parking spot if you were the last one there.
The diameter of the earth is approximately 8000 miles and the surface area is of a sphere is 4*pi*R^2 therefore giving the world a surface area of approximately 20 million sq miles or approx 550000000000000 square feet.
So your world car park is approximately 6250/20000000=0.0003 or 0.03% of the total surface area.
Good question, I hope it wasn't a secret homework question! However, I've not checked my maths. I'll let you do that, I'm off to park my car before somebody nicks my parking space.

I don't know about parking spaces, but I recently found out that my suspicions were correct. There ARE more cars in the US than there are people to drive them.

considering 3/4 of the world is covered by water and then there still is a good deal of uninhabited land, i would say somewhere along the lines of only .005% or so
