The word Regurgitation means "backward flowing". When you apply this definition to the Heart it means the sloshing of blood back into the heart (or between chambers of the heart) when a heart valve is incompetent and does not close effectively.
So no, is not normal. It is actually dangerous and must be treated.

No, both are malfunctions and vary in seriousness. Regurgitation might be so mild that it does not have any significant hemodynamic effect on your heart...or...have an electrocardiogram.
