unfortunately, cocaine is too destructive to really consider legalizing it...
in Europe where they have experimented with distributing free heroin to addicts (they are also trying this now, here in Canada - the NAOMI project) it has been determined with a daily dose(s) the heroin addict can actually get by.... by giving them free drugs, they are able to break the cycle of street hustling and become functioning members of society. They can get real jobs, and popoff to the WC, shoot up and get back to work (more or less)
Cocaine, (esp. crack) on the other hand necessitates more ingestion, more frequently - and the results tend to be more disfunctional ranging from manic to paranoid, etc. They simply cannot function as hardcore addicts in regular society, hold down a job, etc. Chronic users often develop serious, psychological issues. Speed's even worse, as it completely and irreperably ROTS the user's brain.
All that being said - cocaine should be decrimilazed.. ie addicts and users (but not pushers and traffikers) should not face jail and / or a criminal record....
