I dont hate them because I never go to the library(why would I?). and I know that if I went there Id be one of them(the loud people)

I am a loud person.
Try asking politely for them to lower their voices.
Courtesy works better than dirty looks.
Then no-one is offended.

Me. I usually will give them dirty looks and hope they shut the heck up.
Doesn't usually work though.
