Because that is how the creator wants it. He does not age them so they do not half to grow old and die. This however does not stop him from doing g flash-forwards to when Maggie, Bart, and Lisa are all groin up every once and a wile. They are some of the funniest episodes.

It's due to a disease that's affected quite a few of our loved animated friends. The disease completely stops their aging process, but they may die suddenly without warning. After they die, we may still see them, but it's really just holographic memories of their former selves.
