Wow that's a tough one! Jack Bauer just doesn't die, even when he did die! And he does have all that technology and special knowledge which Superman obviously doesn't have. But Superman has the strength...
Much as I like Jack it has to be Superman, if only because he can carry off the 'pants over tights' look. Jack is much more of a hero though!

Superman as Jack Bauer doesn't have any super powers as far as I'm aware, but since they are both good guys they are unlikely to be fighting unless Superman turns bad again.

As much as I hate to say it...Superman would win.
Even if Jack Bauer threw a gun at him or shot him Superman would still win.
Bauer isn't exactly invincible.
