It actually depends what processor you're running.

46 C(114 F) is normal operating tempreture for some cpu's. When that tempreture gets above 60 C(140 F) then you should be concerned.

The max operating tempreture for the 600 series of Intel pentium 4's is 66.7 C (152 F), i.e the tempreture they can reach before they start to give problems or start to burn out.

EDIT: 3rd degree burns? what did you touch?

I assumed you were quoting the value in farenheit, but if it's 114 degrees C, you have got a serious problem. The south bridge and north bridge can also over heat, so don't touch them iether.

The maxiumum rated temprature of the 4000+ is 70 degrees Celcius (159 Fahrebheit).

Damn....

AMD processors always runs a bit warmer than Intels. But that is around 10 Degrees at most. What you have is an overheating monster.
The processor was suppose to be around 50 to 80 Degrees at most.
(check your fan and heatsink for dusts, if any found then clean it)
Put fan on every heatsink you got and keep the casing open. if some temperature drops than keep it that way.Or you can go to a store and get an aftermarket cooler, there are thousands of brands, but I prefer ZALMAN.

Your computer should be at room temperature and it ain't 114 degrees! If you have plenty PCs in a closed confined area, then you should think about adding a small air conditioner to the room. They generate a lot of heat..

Most computer operate best between 50-90 degrees fahrenheit. If your computer is running that hot, get airflow going around it. Don't have it in a confined space and don't store anything on top of it. It's like putting a hat on.

What is 114 degrees, the CPU, inside the case, or what? You can check the CPU die temperature on the intel or amd websites.
