"All FTP servers allow just one session / connection at a time. If due to any reason, the session does not close or end properly (e.g., the connection breaks midway or is lost due to congestion in the network path.), the server doesn't come to know that the session has ended. Therefore, the next request for a session is not accepted. This is known as the 'lock-out period'.
This 'lock-out period' is for 30 minutes; and every attempt to establish a connection with the server during this time, gives error 421. Any request for connection sent after 30 minutes, is usually accepted by the server. So, to connect to your FTP server, please try again after 30 minutes. "
got this from tiscali, don't know if it'll help though

"the server you are attempting to connect to is busy. Too many user are connected eg if the server allows 5 connections there are currently 5 people connected so you cannot get in. Have your settings retry for a day and make sure that you set a "noop" so when your client does log in it will not be booted off."
and this was from a forum on www.ftpplanet.com
