I dare say you answered your own question. men do not normally stare at things they are NOT interested in...however, church environment or otherwise there is still a negative risk so be yourself but beware too. get to really know the person before you decide what to do about the situation. The best things always start with idle and insignifigant conversation. In fact, the important factor is that there is exactly that.

Do other people stare too? If yes, you are either very attractive or you dressed in a way that draws attention.
If only him - he may be attracted to you. If the feeling is mutual you could initiate conversation. Invite him to bible study or something you think may interest him. Good luck!

All kidding aside, I hope you two find joy and happiness with each other and have wild, crazy sex in the bathroom there. Then you can take solace in the fact that your parents and fellow churchgoers will spend the rest of your life telling you that you are going to burn in hell.

Sometimes when people stare at me i wonder if they think i'm funny looking if they think they know me or if they find me attractive. you never know why someone stares at you. Find a way to talk to him and if he get nervous you will know.

If he looks away when you catch him staring he most likely likes you, if he smiles and winks hes aggressive and if he just stares thats weird

I'd say that's a pretty good indicator. Hopefully he's nice, and not staring at you for other reasons!

Do you like him? If so smile and see how he reacts and then when he approaches talk to him and find out how he is and then decide it for yourself.

If he does something for you he likes you. If he does it for himself he does not. It is not difficult to distinguish between the two actions.
