a keeper can move sideways before the penalty is being taken..that would give a psychological advantage to the keeper..but he cannot leave his goal line i.e move forward..if that happens, the penalty has to be retaken..i have seen a penalty being retaken 3 times in a row before because of that..usually the linesman is responsible for this..he will check the position of the goalkeeper because he got the clearer view from the side..

He can move towards the ball as soon as the guy taking the kick starts his run up, before that he can move around on the goal line if he wants

It is my understanding that the goalie can move, but must stay on the goal line i.e. he can move sideways but not forwards. But I'm not a hardcore soccer fan.

Side to side, yes - by the rules, he is not allowed to move forward, though. Depending on how much the GK moves forward, the refs often overlook it.
