cause inside everyone knows them...outside is a perceived privacy since they don't know others outside their immediate circle.

Because inside, people that know them can hear their conversation and figure out who they are talking to and about whom.
But if you're outside, people are just walking down the street minding their own business that they don't care what the person on the cell phone is talking about because they don't know that person. Even if that person yells on the cell phone, people won't come up to him and say something to him about that because they don't know him and don't care about their business.

The privacy is not from the world but from a particular person. Like a cheating husband getting away from his wife

They do that because they've got a false sense of security. While on the phone, you ignore all the people around you & create this "security blanket", where you can do & say what you want & the person on the other end can't see you. It's like the internet users' "virtual reality".

They go outside for better reception and privacy from the people indoors.

outside there is usually less noise and people than indoors. They yell to be sure that their voice gets thru to the other person on the other end of the phone.

either that, or they can't work their volume level.

To get away from the people that they know well (their parents, girlfriends etc.) that are in the house. Loud music or TV may be on in the house. They may not want to interrupt people in the house. It's considerate to go outside. My bf wants me to leave the room he is in to talk on the phone, it bugs him (prob'ly to hear one side of conversation).

because for some reason it is easier to talk and yell in front of complete strangers rather than someone you know...
