It seems you already have some good answer. My favorite site to test both download and upload speeds is Speakeasy's Speedtest. The link is http://www.speakeasy.net/speedtest/. I think the more important question is how to improve your connection speed. Not to be an alarmist but have you runned a virus and spyware scan on your computer. A very common sign of malware infection on a PC is a decrease in bandwidth.
Once you have ruled any malware, there are a number of tools and tutorials you can use to optimize your bandwidth.
1. TCP Optimizer:

Start download any heavy software from a website, (okay try downloading spybot from download.com) & check the data transfer rate in the download pop up. You can analyize the speed from there, which is giving values in KB/per sec.
Supposing download trasfer rate its showing 16 KB / per sec that means your downloading speed is 16 x 8 = 128 kbps/ per sec

You can check it on a variety of places that test 'bandwith speed'
Try the one below, it is my favorite.
Use the left side.
At my office I am at 838.3 Kbps -- at home with comcast I am almost double that.
