Yeah the console will work...you might need an adaptor or something maybe for the power plug, so it doesn't blow up :P But the US games won't. You'll have to buy import games which will cost more, but if those are the games you wanna play then go for it.

The console will yes, but the games won't. region coding prevents that from working unless you have a modchip that will allow for any region to work.
You'll need JPN games to play on a JPN console, US games for the US console. A big reason why this is done is to keep release dates and trading straight (So you can't get a game that comes out in Japan last year and will be coming to US this year, that would hurt costs and sales of the game companies).

A previous answer of the big reason you can't play US games on JPN box, and vice versa, is wrong. The biggest reason for regional codes is that the US has strict software exportation laws. The attempt to control the amount of software that is imported/exported is the reason for the regional codes.

id imagine it would,but good luck trying to find the games here its near impossible where i am,but Japanese games wont play on the American version vise versa.
