I'm personally a fan of C++, the problem is that learning it is so bloody boring. If you want to learn how to hack, you should follow the old tree:
Basic
Visual Basic
C++
HTML
If you learn all four of those, and actually figure out what hacking is all about, you'll be fine.
Hacking, by the way, is actually not illegal. Its hacking CERTAIN things/places that is illegal.

Just for the sake of education.
First: Hacking is not illegal. What you call hacking is the "process" in which people violate security systems with the wish to harm someone.
However, that is not what hacking really means. A hacker, which is an experienced programmer, takes a piece of code and debugs it or find another way to accomplish a task in order to make it better, for everyone else. Hackers are also employed by companies worried about the security systems in order to find holes and patch them up before someone else exploit them.
Take it in this way, having a car and driving it is not illegal, however if you harm someone (running over him or assaulting him) makes it illegal. Get the point?
Now, being a hacker certainly requires much more than just knowing how to program in one language in specific.
I can only tell you that it will require a lot of interest (which will make your learning process more comfortable) and it will also require you to understand one thing: languages are just fashion; new languages will come, and the old ones will disappear. Learn "how to program" not how to use certain language. Logic is what you need. Of course, learn a language. But try to understand what you are doing in simple English... Something you can draw in a paper.
If I was you, I would start with C++ and Java. Why? well because with those you develop logic. Visual Basic is a tool, but it is too easy to begin with. Sit a child in front of a computer with a book and ask him to do a program and he will do it in less time than with C++ or java. Why? Because it is a very high level, object-oriented program with everything coming from menus.
After you learn C++ and Java, try on VB.
After that try to learn some security theory, also try on using Linux. Use several varieties of it until you find your favorite flavor. Learn networking and communications. And then you will be ready to start learning some hacking.

Start with C/C++ and Assembly, then move to other languages.
But you should be good with various operating systems as well,
especially Unix or Linux.
But the most important thing to know is that there is always
someone better than you.
