It depends if you are talking about working for someone collecting a salary or if you are thinking about going in to business for yourself. If you are asking about salaries, as others have said, $20-$45 per hour is generally the American pay range. That is falling due to outsourcing and the influx of amateurs who are desperate and will work for below scale. The pay rate is significantly lower overseas especially in Asia.
If you are thinking about going into business for yourself (Please don't! Go to work for a professional design firm first and learn about design, composition, coding and structure, marketing and SEO or you will be ripping off anybody unlucky enough to hire you as an independent), billable rates start @ $25 per hour and go as high as $90 to $120 per hour for a GOOD, highly qualified database or flash developer.

In my long quest to find work, I have seen job ads for anything from $8.75 an hour up to $65 an hour. This is for website "designers", which means in general no back-end work or deep coding.
A lot depends on where you are, and just plain luck that some high payer happens to be hiring when you are looking.

It depends how good they are and where they live. Low end prob. $30 an hour, some up to $150 an hour.
