YES and its emotionally, morally wrong and very selfish of the two of you to engage in it. There are ramifications not just for you but everyone around you. It is ok to both be gay but sex with the bro no way.

Well, from the number of affirmative responses that you got to this question, I would say that it is "considered incest" by most people. However, I don't see the problem with it; there is absolutely zero chance of a guy and and his brother creating a baby with serious genetic defects.
