There are many reasons the government tries to cover things up. It could be a mistake they made, and so yes, they dont want to look foolish. It could be that they have a certain agenda or policy they wish to enact, and too many facts made public would make it more difficult for them to enact that policy.

There is no simple answer to your question, because there are so many reasons that the government feels like it's neccessary to keep things secret from the very people they are supposed to serve.

One solution of course, is to elect a different set of public officials who actually remember who it is they work for.

It is to insure your career planning is on track and to limit law suits.

Did you ever hear about "plausible deniability"?
This only works if there are many MANY unknown factors. So you better cover up as much as possible .... just in case.
