You are a huge optimist, trying to get a lit based solution from Yahoo Answers.
This issue probably needs two aspects of intervention. One, the increase of self efficacy in the adolescent, of which you would need to identify the SPECIFIC activites that would be optimum for the kid such as an area of potential interest for him to specialize and use as an anchor for subsequent efficacy development. I'm sorry, but the specific study I''m thinking of is a little old yet is still viable for this, Bandura & Adams 1977. Considering the field you are in, you would be well served to read his book on Self Efficacy from, 1997.
For the non-social behaviors, I can't find the study on this, which means I heard it from someone, but at the Lincoln Regional Center in Nebraska, the used behavior modification on a resident in the 70's who refused to speak for over 15 years. First identifying everything that he found rewarding from simple greetings from the staff to butter on toast, room with a window etc, then removing all of them from him and advising him that he will have to "Earn" each back. Story proceeds logically from there. You're situation probably offers less comprehensive control, and the adolescent will retaliate, which again is addressed in Bandura's later Book Social Learning Theory which you should read as well.
Fred Luthans uses behavior modification, and calls it "OBMod" which is probably where I heard the story from since I had one of his seminars. He has a good article on this, and you could use it on an individual level for your plan, or use his citations for a source for individual plans (Kreitner and Luthans, 1984)

Sorry, this isn't exactly what you need, but I think you can make a viable and sound plan with these sources.

The child must be taught respect. Respect of those around him and of himself. It is obvious he has not. There is a reason things are the way they are and there is nothing he cant act out against to change that. I try and instill in all my friends this sense of respect. By showing it and talking about it, it makes life better in every aspect. Try talking to him when he is vulnerable. Constant reinforcement of positive behavior is essential. Negative reinforcement will bring negative behavior. Make him learn that what he does good is wanted. And what he does bad has consequences. These behaviors you describe go down the road of vagrancy and hard lives, bad parents, and low income. If he has any desire to succeed in life, he will start to understand. If he has no desire to succeed in life, it is societies/your job to show him this need.
Find that need he has, and give it too him in a healthy environment. And watch him closely. Aggressive behavior towards superiors leads to violence and hate. This must be corrected soon before something serious happens. Lying, and stealing shows a lack of morals, and low self esteem will bring suicidal/violent tendencies in children who are not loved/shown that they are important.
Good luck, and keep him in the home until the doctors and family say he is safe.

Pretty much the same with my brother. He doesnt care for school. He won't even wake up for school, and if you keep telling him to get up, he'll just tell you to **** off. He has no respect for any police or teachers. He thinks he can stay out until 2-3am. He lies, I don't know if he steals but it wouldn't surprise me. He rejects all help we offer to him, and he will not talk to any counselors.

instead of modifying HIS behavior, try changing society to better understand and accept that not everyone is a good little brick in the wall
