Contact the credit card company now, tell them and ask for a replacement card. If the company is dodgy they'll be using your number as fast as they can.
You can have the amount put into dispute but there's no guarantee you'll win. You have a responsibility to be careful woth your card and number.
Then contact the company and explain you did not get your goods. If they are reputable they'll have a phone number and a customer complaints department, not just a n e-mail address that gets ignored.
Be careful who you give your card number to in future, if there is no padlock symbol on the web browser when you shop, you may not get a refund from your credit card company. Stick to well known companies.

I would contact the company you made the purchase from first. Most websites have an email address or phone number you can contact them at. Simply state you have not received your merchandise and either ask for a refund or they check the status of the order. If that does not resolve you problem contact your credit card company to find out it you have purchase protection. Make sure you document everything you do.

Contact the web-site where you placed the order, also contact your Credit Card company and let them know that the charge for this order is disputed. Also, contact the company that was shipping the order ...call them, write to them or if they are nearby visit them ... what I mean to say is persevere. Also, as a preemptive measure lodge a complaint with your local police department.

One more thing... whenever you buy things on line, esp. from a company, do a little research about it and see if its legit or not and make sure its not a fly-by-night operation.

you have 6 months from the date of purchase to do what is called a 'credit card charge back'. basically, you just contact the credit card company and say you want them to cancel the charges. it can be for anything too, not just items you didnt receive or dispute.
