All of the Wisconsin colleges will have programs, but some have better programs than others. You could start at one of the 2-year schools, if you want, which are less expensive to get the gen-ed coursework out of the way. The credits from the 2-year colleges transfer to the 4-year institutions.
Madison has a great reputation, so does Oshkosh, Green Bay, Stevens Point, and Parkside. Madison has the highest tuition. Oshkosh is working on revising their education program. Also think about what kind of campus you want - small town, big city, more diverse, and so on.

University of Wisconsin Madison has one of the best colleges in the country for this. But any college in the UW system can get you the proper education.

How YOU come across is most important, not the school. Teachers come from all colleges and universities. Pick a place you are comfortable with and go.
