as I have found, some people want to be in the closet and some don't. Go with the flow and if you are gay or bi-sexual just drop some hints about yourself. If they want to pursue the subject then they can come out to you. Two of my best friends would not admit they had thoughts about same sex for over 20 years and now all 3 of us enjoy each other.

If you really want to know, ask. But be sure to do so in a polite way, else you might offend someone, especially if they aren't. Some straight guys are very sensitive to such, and even some gay guys are as well.
There's also the "ask a friend" method.

There is no way of knowing this unless the person:
1. Tells you.
2. Advertises it.
Even if they are seen to be having sexual/romantic encounters with the same sex - it still won't determine whether they are homosexual, as they could be bisexual.

I know a joke about this, but the punchline is a bit rude. Here are two sure fire ways to tell:
(1) they say "I am a homosexual", or
(2) they have sexual intercourse with members of their gender

Find out his favourite music, the albums that he has, his views about politics, dress code, books that he read, and the most accurate test of all, if he is not violent (as in fighting or brawling), good chances he is gay :-).

sailordelta's ask a friend method maybe be a little hard because you friend might not know and then confuse themselves and you..
Better to go and ask them yourself.. Trust me on this.. I could of save myself as well as my girlfriend a week's worth of trouble if I would of just asked her...

You don't! Everyone has the potential to have sex with anyone else. All you have to go on is the people this person normally associates with. This will indicate their sexual preference.

Look at the way they look at you, If they look at you like they think your sexy then they probally are and most of all you should be honest about your thoughts and ask them.

do you want to know because you're attracted to them?
don't go by stereotypes...we aren't all like the characters you see on tv/movies.
