Yes you have to get both Sims to be at 100 with each other. They also need to both love each other and be in a good mood. Then the option to propose will appear.

yes, but in the sims 2 they have to propose engagement first, but don't try marriage right after that, their lifetime relationship needs to be really, REALLY high (I'd think 99 has a 99% chance of working)

yeah you just have to wait intill they really like them and you can ask them to move in and then a tab will say propose and then marriage and if they are both happy they should say yes.
