All of the best business programs have decent concentrations in International Business. You are better off at one of them than at a school that claims to do just International.
The best place to study international business in the Southeast is also the best place to study any kind of business in the Southeast -- Duke University's Fuqua School of Business.
UNC and U Va would be other decent choices.

What do you mean by "Best"? If you mean which provides the best education (i.e. you come out possessed of the most appropriate knowledge) you get a different answer than if you mean coming out with the greatest chance of succeeding on the big business stage. The first best is most useful if you want to be able to run a business of your own the other is useful if you want to run a Fortune 500 company. If you went to Harvard Business you come out with a great network and the ability to get the interview. If you go to Podunk you may have great knowledge. However, if you don't get interviewed you don't get the job.

I'm not sure there is a "best." Tuition rates, cost of living, access to the university, etc are all factors--as well as your qualifications. Suggest you check out several you are interested in, apply, and make your choices on the basis of those who accept you. Also consider getting started in general business at your local community college while you are making your university choice. Also take a look at US News and World Report's annual ranking of colleges and universities.
