Everyone else is right, but the 11 players (or 22, depending on how you mean the question) can be reduced if a player receives a red card (or ejection). If 2 players have been ejected, then there are only 20 rather than 22 for the rest of the game.

As Each Team Gets Only 3 Substitution
Means only Three players Of Each Team Can Be substituted.
