For example, when the gas prices, prices for milk, clothes, rent, real estate, utilities, etc. are jacked to the sky, but all this while there is no national increase in wages. There is a word for it I just can't think of it.

Raise in cost of living.
Inflation is really devaluation of the currency, which is a bit different - during inflation you actually have COLA raises.
