I would outlaw ignorance by penalty of death.
Boy would that leave room for the rest of us, and Yahoo Answers would lose about 95% of their users. If you have posted an answer with a misspelling, because you did not use spell check, or you simply write like an unintelligent moron, then you would be in that 95% that would be gone. Load them on a bus, and off they go, straight to death row, no appeal!
Because I have a low tolerance for ignorance!
The question was "If you were elected president today what would be your first act and why"
So this would be my first act, there would be many more to follow some listed in the other good answers.
EDIT:
After looking above (at the first 23 answers) I was surprised to see so many well written answers. That is very unusual. However I did notice one that used the word president were they meant precedent. Get on the bus!
One that misspelled illegal as "illiagal" Get on the bus!
One that misspelled legalize as "legalise" Get on the bus!
If you referred to yourself as "i" instead of I or if you wrote "id" instead of I'd. Get on the bus!
If you separated words only with punctuation. Get on the bus!
This is American Yahoo so obviously he meant President of the US. If you were not born in America, you are not eligible to be President, so if you you were not born in America and you answered. Get on the bus!
Olcay the first seat would be yours!

First thing I would do is lock Congress up on Capitol Hill so we can find a way to make health care more affordable and accessible. While I was at it, I would also find a fair way to reform welfare to cost the taxpayers less money, and give aid to those who need it, instead of everyone else.
I would also propose the idea of each state imposing stricter laws on those who drive under the influence. That's not helping with the cost of health care, either.
I would also choose a vice president who would help me out as far as promoting putting a cap on attorneys' fees, so that these ridiculous lawsuits will be kept to a minimum. Lawsuits like the Cessna pilot that sued a trucking company because their plane was damaged when they flew too low and hit a semi. Or how about the woman who sued two teenage girls who rang her doorbell at night and left cookies, because they gave her an anxiety attack?
Those kinds of lawsuits are clogging our courts, not allowing REAL cases to be tried. And guess who pays for it? That's right, John and Jane Taxpayer.
That's all I can think of now. But yes, I would do that. Wait, I would also cut my own pay so that I just had enough to cover my living expenses. The rest would go back to the taxpayers. I don't need half a million a year. I don't know what I would do with that kind of money.

My first proposition would be to reevaluate and adjust, then endorse the Fair Tax Act of 2005 so that hopefully it may be voted upon and make it through to legislation, thereby eliminating the IRS, Income Taxes and government corruption. Next I would also endorse all of John Linder's proposed bills, namely his Tough Borders bill that makes our border policy exactly the same as Mexico's. I would (maybe not) also propose a bill that made flip-flopping illegal. Like when the Liberals like to cry about the war in Iraq and say that war is wrong and that we shouldn't be liberating anyone, then they turn around and rally for our president to run to the rescue of those in Darfur. I support helping Darfur, but isn't that a double standard for the liberals???

Make Iraq pay for their war and reconstruction, take the money we are wasting on the war and use it to make sure that no child really gets left behind instead of just giving lip service. Force the auto manufacturers pull their heads out of their asses and build fuel efficient cars instead of just moving my lips. The list could go on forever. Then I would do away with income taxes and institute a VAT(value added tax) , re institute the gas guzzler tax and reinvest that to develop alternate fuel sources but most of all not sit around blowing sunshine up peoples backsides.

I would have to start building a wall along the Mexican border followed by an immediate order to catch, detain, and deport as many illegal immigrants as possible - even if we don't catch them all. Then I would add to the INS a department that could quickly and efficiently process people coming into the US legally for migrant work.
Like most people, I don't have a problem with migrant workers and don't consider myself a racist. I just want people to abide by the reasonable laws of this nation. If coming here without documentation is 'unreasonable' try going to Mexico w/out it and see how they treat you.

I would take the courts to task and remove much of the usurped power that they have. When the people speak and amend their state or national constitutions it is nothing short of oppression to be told that the constitutional amendment is UNCONSTITUTIONAL. They have come to expect that their personal beliefs are actually the rule of law. They need to be taught that this is not so. They need to be reminded very directly and harshly what their role in the process is. The are supposed to uphold the constitution and interpret it, not rewrite it as they see fit.
My first act would be to throw some of these judges in jail for abusing their public office and suppressing the rights of a free people to govern themselves.

I would build a great wall along the border like china's then tell all illiagal immigrants they would have to pay back taxs for there intire stay in the u.s. any company that hires a person without proof of citizenship of work visa, get fined 10,000. Then deprt the ones who do not comply. The issue a new treason law for compainies who disclose top secret info to those without proper clearence. Also, state any attack on the u.s will be met with nuclear retaliation. If a asoma was not killed and brought to attorities we will blow up ther most sacred, religiouse icons. then hopefully his own people who get him

So many things. Guess I'd reboot the government. sign an executive order making any law/rule passed after the Constitution null and void. Then rebuild everything from the ground up..every law, every legal president, everything.
