Weather can be manipulated or effected by a variety of sources. The burning of carbon based materials can create storms or temp. spikes/drops. Volcanos can cause changes in weather patterns as well. So can changes in ocean current temperature. However. most of these are beyond our ability. Apparently the US Military and the Soviet Bloc countries did investigate weather altering devices, however I am not sure if these ever came to fruition. Technically one could dump a variety of different substances into clouds to alter their formation or density, the effectiveness of this is debated, even cloud seeding is not clearly understood or efficent. I've heard that the government has some type of machine, called HARP, that can manipulate the weather. This has been discussed on the "Coast to Coast AM" radio program several times. I think that's why we've had so much bizarre weather lately.
Don't ask me how it works, I'm not sure anyone is positive on that.
