only if your return air ducts are in the basement. and normally they are up stairs in most rooms so can pull air out of rooms while sending in heat or ac.

Maybe maybe not. The air that is being blown out of the vents MUST be returned to the intake.(suction side)

If the intake (usually where the filter is) is located in the basement then yes it would.

If the intake is located upstairs in the house
then no it would not.

Only if there is an intake vent, of adequate size in the basement.
