usually you buy the domains but there are attachments that you can make. finding a free hosting shouldnt be too hard, just type in free webhosting in google and you get a whole bunch.

To host your site for free, I would highly recommend the following 2 sites.
Awardspace -> http://www.awardspace.com (PHP + MySQL)
50webs -> http://www.50webs.com
Both of these sites allow you to host for free and does not have any advertisement pop ups like those provided by geocities. Once you have your site registed, your can give away free email addresses to your visitors. However, you would have to set them up manually.
I have sites hosted on both the companies. Example

50webs -> http://cctvcamera.50webs.com

...a Domain Name will cost you about $3 on some website providers...and to keep your informations on your web running smooth...it's about another $20 a month or a year or something...but for free with not much storage provided to you for your free website....go to www.freewebs.com i got one for a friend there too..

brinkster.com is a good hosting site. they give you 15Mb for free in a "student account" and you can buy a lot more for pretty cheap. they also let you register a domain name and host it there too.
