Having two completely independent walls is the best way to minimize sound transmission.

Build a second wall that runs parallel to the first. A large amount of the sound travels through the studs and other interior structure of the wall. Insulation and fillers, unless they are very dense, will not really do very much to stop sound. You don't even have to fill the cavity between the walls, the dead air between them will be enough.

you can use blown-in cellulose insulation as sound proofing. you would have to put a couple holes in the wall to spray it in (all it is is mashed up newspaper... basically) one company that makes this is called 'nu-wool' I am sure there are others. I work in an architecture firm and we use this on new homes to sound proof around kitchens and bathrooms... I am sure it could work for you.
